Multiple Accounts in Gmail

Yes. There are pretty much no limits for using Gmail. I have made several myself.

I assume fictitious names are acceptable. Is it acceptable to provide as my current e-mail address the same one I used to open another Gmail account?

I have two personal email accounts under my own name and birthday. There is also no reason why you can't lie about these things if you so desire to open a secret/fictitious/anonymous account.

I don't think Google cares regarding how many times you use a single email address to open up a new one.
