Could a ring structure with earth's N/S axis rotate reverse to earth's rotation? Imagining a massive solar panel Smile

You might read Larry Niven's Ringworld. It's science fiction, but might give you some insights.

It can rotate any direction it wants as long as it's not attached to the earth. Smile

Even it is attached to the earth, it can rotate in every direction, provided it's mounted on swivel joints:
