The 45K figure was a total for the state, not a per-person figure:

The state's net loss? $45,780.
Other than that, tax payers should in fact have a right to know that their tax dollars are not being used to subsidize drug dealers. In fact, a rational welfare program would simply provide food, clothing, and shelter to those in need and no money would ever change hands at all, it would be understood that, yeah, there was a safety net, but that money came only from working.
