If only one sheriff's deputy hid during shooting, it might be that he was a coward. But there were four, it is a planed plan.

Not one but four sheriff’s deputies hid behind cars instead of storming Marjory Stoneman Douglas HS in Parkland, Fla., during Wednesday’s school shooting, police claimed Friday — as newly released records revealed the Broward County Sheriff’s Office had received at least 18 calls about the troubled teen over the past decade.

Sources from Coral Springs, Fla., Police Department tell CNN that when its officers arrived on the scene Wednesday, they were shocked to find three Broward County Sheriff’s deputies behind their cars with weapons drawn.

The school’s armed resource officer, Broward County Sheriff’s Deputy Scot Peterson, was also outside. He resigned on Thursday after his failure to act was publicly revealed.

That's exactly what the response was in the Columbine shooting.

The deputies were led by a cowardly sheriff. What else would you expect to result from poor leadership?

They didn't know how to react at Columbine. Since then policies have been developed where police go right in to confront the shooter(s).

I think they are required to go in in groups of three and not as individuals, so there may be justification for a lone officer to wait. However the urgency is such that individuals from different agencies are to group together and go in if they are the first ones on the scene. There certainly was no justification for a group of officers to stand around doing nothing.

I think it was a planed slaughter. Police were ordered to stay outside to avoid "police casualty".
