Can Rick Santorum "Sell" Delegates?

I'm just curious. Can Rick Santorum "sell" delegates to Romney, Paul and Gingrich in exchange for $ to pay for his campaign debts? Can he just "sell" them outright? Is it Legal to "sell" delegates, or trade them for cash? Thanks!

I'm about 99% sure that it's not legal to sell debates. Also, Santorum pulled out. And I'm glad. If he would've won, I would've moved to the damn moon.

I meant "delegates," not debates.
Santorum has not freed up his delegates, and I am beginning to think that he's waiting for bidders. Thanks!

I wouldn't honestly know, for 100%, but I'm pretty sure that's not legal either. xD. Then again, it's worth googling.
