In game theory, prisoner dilemma, the 2 players by their pure self-interest settle in a sub optimal solution. The example also seem to suggest that players if they corporate, would lead to better/greater payoff, but yet choice not to, due to selfish pursuit of one 's own interest.

Here is where capitalism, and market can actually help countries avoid war. Countries benefit by corporate than competition, because the selfish pursuit of one 's own national interest would hurt your competitors market, and thus, hurt your own. This is sub optimal, thus, the pursuit of rational self-interest for countries is to corporate with other countries to maintain the health of both economies.

Game theory only works if you are dealing with cognizant, rational participants. The problem is when you're dealing with zealots, mutual benefit isn't an option..

Modern states are not governed by zealots, despite what you hear from the republicans trying to get elected. Modern states are governed by technocrats, and economists.

zealots don't have to be religious, you could be an economical zealot, the 1% believe (or so people say) that the acquisition of wealth trumps all, they would be zealots to that particular cause

The problem is that powerful nations tend to act much like sociopaths, having little or no regard for the rights of other nations. They tend to rationalize this desregard in terms such as "if it's good for us, it's good for everyone else."

In any case, things, and events are different. Very different from the ones we have before. Have you notice that now, countries are now trying to boost about their economy, technology, and exports etc? In the past, countries want to murder one another, now they want to trade, make money?
This is very different from the past. Sure, you still have policy trying to starve a nation like North Korea, and Iran, but for the most part, countries have switch to a different matrix to measure their cock size.

Though many countries focus on their development there are still some countries that uses their arms to taunt small countries, to get what they want.
