It is very easy to understand the meaning of "One revives the dead in order to strike the living."
But now the speaker inserted "the better" there. What does it mean?

Context:

The French historian Pierre Vidal-Naquet described the motivation of deniers more succinctly:

One revives the dead in order the better to strike the living.

to more easily and more effectively strike. it's idiomatic. There's some fairy tale where the villain keeps saying things like "all the better to see you with, my dear", but I can't remember which , maybe Little Red Riding Hood or maybe Hansel and Gretel. Or maybe not.

So "One revives the dead in order the better to strike the living" is equal to "One revives the dead in order to better strike the living?"

More context is needed.

the better could be a noun = better persons

or

used as an adverb = to strike better.

I's a stock, somewhat idiomatic phrase. It is an adverb. Given that grammatical construction it's not a noun
