Does " to generate a viral culture" mean " to generate a culture that can nourishes a virus?"
Context:
Yu is a microbiologist who specializes in culturing bacteria. The CCDC had
invited Yu to help isolate the anaplasma bacterium, but following his hunch, Yu decided to look for a virus. He inoculated DH82 dog-derived cells with white blood cells from patients to generate a viral culture. He was lucky; viruses are picky about their hosts and only show up in certain backgrounds. When he saw
diseased cells, he thought, ‘‘Wow, we’ve got a virus.’’

Yes. To create a culture which allows a virus to grow/ which promotes growth of a virus.
In that sentence, "generate" means to "start up."

In this case the meaning of "culture" is the product of the cultivation.
To generate a viral culture would mean
To create a quantity of the virus
