Criminologist Gwynn Nettler once observed, "terrorism that succeeds escalates." What is this sentence supposed to mean?

@Kina Young,
It means that the more terrorists succeed in their objective of creating terror and disruption, the more likely their actions will be copied by other dissidents causing even more terrorism, or the more extreme terrorists acts will become.
(Escalation=raising of quantity and level).
