including its "privileges or immunities" clause asserted that he intended to reverse
and reject the USSC's holding in Barron v. Baltimore
that the Constitution (Bill of Rights)
does not mean what it says, thereby restoring its original meaning,
that was conservative of the original (pre-Barron) meaning.
Unfortunately, the USSC fought back in its Slaugherhouse cases
taking no notice
of what Bingham had said about his Amendment.
