Asha arrives early at the Harper School Bugle office, the windowless room where she spends most of her lunch periods and spare time.

I read across the above sentence. "Harp School Bugle" is written in italic style. What does the word "Bugle" mean? Is it a person's name or something else?
BTY, the girl named Asha is studing at a shool in Menlo Park, California.

bugle is the name of the school newspaper.
Bugle is a rather trite and overused name for a newspaper.

Without knowing anything about this Harper School, if it is in italics, i suspect that it is the name of the school newspaper. A bugle is a horn common in the military, and used to make or to preface announcements. It is sometime used as the name of a newspaper, as newspapers also make annoucements.
