In my experience, the word booties is probably used most often to refer to footwear for infants, but i'm no expert on women's footwear. I think the answer might lie in the context.

It COULD simply be a pointed dismissal of what Somer sees Becky as; just another empty headed woman. In this case the 'blue booties' reference is generic in nature. It could just as well been other cutesy things like lambs, cradles, cranes, etc.
