I seen this sign at a protest that read;
{Tax cuts for corporations and the wealthy are a strategy to "DE-FUND" the American safety net!}
Do you find this to be true or false and if so WHY?

Its false; the net is funded.

When you say the net is funded do you mean the entire net or could there be wholes in this net that allows for groups of people to fall through some wholes that are being ripped open?
