It's really hard to understand what you're asking for here. If you use quotation marks, or phrase your question in a different way it would help.

Are you asking:

What is the meaning of "He didn't make that commitment understood."?

Or:

How do you understand the meaning of "He didn't make that commitment"?

If the sentence you need help with is

"He didn't make that commitment understood."

It means he made some kind of promise but nobody understood that he had made the promise.

If, for instance, he had promised to pick up a cake for an office party by saying "I guess I can do it if nobody else will." he intended that to be taken for a promise to pick up the cake. The listener might have understood that to mean that he should continue to look for someone to pick up the cake since the speaker's meaning wasn't clear.

He didn't make that commitment understood = He did not make that (promise, date) clear to us. (understandable)

John and Rob want to meet for lunch. They decide to meet next Monday. John is waiting for Rob to tell him where they will meet, but he did not make that commitment understood.

You must give more context when you ask us to clarify statements.

He didn't make his intentions clear.

He intended to do something, but didn't tell people clearly enough so that they understood what he intended to do.
