The French held back their troops in NATO for a "Strategic Reserve"...more likely to surrender at the first opportunity without getting hurt . They had a Nuclear force to counter the British, not the Russians . The Italians wanted to stay home, eat fine food and make babies, the Dutch wanted to smoke drugs, grow long hair and be homosexual . When they can agree on a common currency they have a long ladder to climb before they can agree on war .

I have very little respect for the Europeans being able to agree on the size of the debating table and which wine to have with lunch (all expenses paid, of course) .
