I'm struggling with a homework question:

According to Offense/Defense Theory, war is more likely when:
a. more aggressive states than status-quo states exist in the intl system
b. weapons make military conquest easier
c. nuclear weapons provide mutually assured destruction
d. when large increases in defensive weapons occur

I'm leaning towards answer b
