Im gonna interpret "most powerful person" as meaning "the person whom can cause the greatest change into the world".

Its impossible to know for sure, since, as Setanta said, its very likely that its a person with ties to criminal organizations and, as such, wouldnt want anyone to know they have the said ties. But im gonna do the usual bet: the president of the United States. Sure, he cant do anything he wants, he has a lot of people he needs to answer for, but thats still a lot of power.
