Who is/are thronging the casinos and ringing in record profits for Resorts World Sentosa and Marina Bay Sands. How much do they spend, how often do they go there and how long do they stay?

Which word in bold should I use?

Either one is OK. The meaning is:

Who is the group that is thronging the casinos and ringing . . .

Who are the people who are thronging the casinos . . .

The second sentence speaks of "they," but is no help. It could mean the "collective" they or the plural "they."

'Who is...' sounds more natural to me.
