government insanity

so there's a commonly used area, a desert area on the arizona/mexico border. this is an area commonly used by illegal immigrants getting into the USA. some humanist inspired groups put out 1 gallon water jugs in an attempt to reduce deaths from dehydration. these water jugs are GPS mapped for pick-up, re-filling, re-placing. Our government has deemed these 1 gal jugs illegal. On the other hand our government has deemed 55 gal barrels to be legal. this is not a thread about illegal immigration, it is about bizarre/insane government regulations.
