There is a monopoly on all telecommunications in Costa Rica so the only current provider is ICE.
Calls are very cheap (I don't like talking on the phone much but my bills are as low as $10) and even international calls to the US are very reasonable (I don't have it enabled on my account as I'd have to go in person to turn it on).
At the airport there is an ICE office that should offer pre-paid plans which are the only ones foreigners qualify for (you need a resident ID to have a post-paid one, so mine is in the name of a friend for example).
