It's the original silent version of "The Lodger," directed by none other than Alfred Hitchock and remade twice, both successfully. The alluding to Jack the Ripper is more pronounced in the 1937 and 1944 (so close together!) remakes. If you see the film, you recognize the Hitchcock style in its much more than raw beginnings.
Very interesting, Lightwizard. That was a tough one. I did see The Lodger with Laird Cregar and knew the leading lady didn't have a hairdo like the one in your picture.
