I never said they didn't approve the use of force. I said they did not declare war, which the Constitution requires them to do. Also, Congress never gave President Bush permission to take over and occupy Iraq for decades as he intends for the U.S. to do.
There was no WAR in iraq... "War on terrorism" is symbolism.
