I do NOT like this idea. What makes them a victim? How do the people in charge decide who gets a card and who doesn't? Where exactly did this money come from?

I agree alot of questions that need to be answered.
Like what prevents me from buying a 200 dollar plane ticket to San Antonio right now, walking into that arena and grabbing me a card?
How do they know I have not lost everything and that i acutually live in Huntsville, Alabama and have a job?

They will look at the one charge on my card though and it will give it right away

Haha, yeah, my card would have similar charges.
I really think they should limit what can and can't be bought with those cards. For example, food, water, gas. period.
