I once heard a reference to a "Fourth Rule of Crisis Negotiation" being "only make a threat you are prepared to follow through with" Is there really such a set of rules and if so, what are they?

They aren't legal rules but professional "rules". There is a whole list of them that professional crisis negotiators use. And by crisis here we're talking about things like hostage situations, kidnappings, etc..
The "rules" are really a combination of "lessons learned" and advice from criminal shrinks.
