In 1945 Germany was dominated and subjugated by the Allied Forces, and this was preceded by intensive bombing of the country, including aerial attacks on the civilian population (e.g., in Dresden). But no serious resistance movement has ever been registered in either Soviet or Western Allies' occupation zones.
This can be explained very easily: the Germans that were not satisfied with defeat of their country were unable to get aid from any country in the world ?- no more Nazi/Fascist regimes existed in the world by September 1945 (well, Stalin's regime in the USSR conforms definition of the Fascist one, but the USSR was an actual enemy of Hitler's regime, hence it could not be regarded as a possible ally). In absence of hope for foreign help they realized hopelessness of resistance and came in terms with the WWII results. As a result we have now democratic and flourishing Western nation of Germany.
In the Muslim world, on the contrary, there are regimes, like Syrian and Iranian, and public movements, like Hizballah and Al Qaeda that render support to Saddam's loyalists and Shi'ite militants from abroad. IMO, there is a challenging task for the U.S. intelligence agencies: to cause Saddam's loyalists and pro-Iranian Shi'ites to fight against each other ?- this will weaken both them and their foreign supporters. And when the terror groups weaken each other, then it will be possible to crack down on them both, with minimum number of the U.S. troops casualties.
