I currently have dark brown hair and for awhile had a my hair blond on bottom and brown on top with blond high lights kind of streaked through, I really liked the way the blond looked and have been considering going all blond. What would be the best way to make that happen?

Dip your head in a bucket of whitewash. That should do the business.

Some people let that brown part grow out. Nothing looks strange anymore - or, everything looks strange. I thought, however, that streaked look is out of fashion.
