@anthonyarmi,
1923 was an Inflation year, and in October of 1923 different bank notes were
supplied. Is yours before that time?

It could be "Notgeld" (emergency money or necessity money), which was issued by local authorities, towns, districts ... so a pic really would help.

@anthonyarmi,
As I thoughT. it's 'Notgeld', issued by the "Handelskammer München-Gladbach" [today: Mönchengladbach](actually, it's called here "Gutschein" = vocher/token) ('Handleskammer' roughly is the same as a Chamber of Commerce).

According to this list the price is today $4. (You get it in Germany for less.)

@anthonyarmi,
Well, as Walter said it seems to be a notgeld issued by Aachen region, Germany.

@Francis,
Didn't look at the other until now -that's worth $15.

(That one has been issued by several districts, the owner of industries of that region and the region's chamber of commerce. (As Francis said, it's the Aix-la-Chapelle region, west of Cologne, the northern Eifel region.)

@Walter Hinteler,
Indeed. It was issues by the chamber of commerce of M.Gladbach. After 1960 the city was named Mönchengladbach. The signatures are from Alfred Croon and Kurt Apelt which were head of the chamber. Croon also became mayor of the city. On the front there is Mercury which was also the God for commerce. On the background you see chimneys since M.Gladbach was an industrial city of textile and machine industry. The day the 'voucher' came out it was worth: $ 0,96 = Euro 19,55 = Goldmarks 4,01; 37 kg bread, 222 kg potatoes, 2,2 kg meat, 125 kg coal & 1 kg butter. With the same design denominations of 50k, 100k, 500k, 1 million & 5 millions exist.
