governments around the world seem to have this attitude in fact it seems they getting more brazen about it as time marches on.

It wasn't a movie, it was an episode on Rod Serling's Twilight Zone. And it was called "To Serve Mankind." And it was adapted from an S.f. short story by Damon Knight. Serling always gets the credit, but it was Knight's story.
