Listen to this dlowan. When you say it's "intermittent" this sounds even more like the problem, as the international keyboard (which I use) only makes some of the accented characters after a certain key sequence.

If you aren't interested in those characters that keyboard layout is a huge pain in the butt (even for someone who knows the layout well).

OK. On Vista, the language bar should display both the input language (on the left) and the keyboard layout (on the right). Click the keyboard layout (US-International), and select US instead.

Single quote/apostrophe still problematic, too.
