Because it's still a business. Governments require businesses to file taxes and follow certain laws and it's controlled through business licenses. Do you think Amazon or Ebay operate without a business license because they are online? It doesn't matter if you are large or small, if you are selling a product or service you need to register yourself as a business. It can be as simple as a DBA or declaring yourself a sole proprietor, since that is all you need to open a bank account for your business. It can actually be to your advantage to be registered as a business because you get tax breaks and with proof of business and a tax number you can buy wholesale. A business running outside of government registration is usually illegal, sort of like drug pushers and pirates.
