I had in mind the 10th Amendment,
which provides that government has no power
other than what has been GRANTED to it.
Nowhere in the Constitution was power granted
to government to steal cash nor other property
from American citizens and give it to aliens.
If that had been in there
when it was submitted for Ratification,
it woud have been rejected out-of-hand.
2 ) When the nation began in 1789,
it was not "a strong nation".
Its Constitution was never amended to allow government
to rob its citizens to begift aliens.
