Has Obama said this in Australia (or elsewhere)?

It sounds ridiculous to me. I doubt Obama has ever said something like this. But some Chinese writer says he did. Google search failed me. I hope your search ability would give me a favor.
Would you like to tell me your intuition about the "what Obama said"?

(1) Yes, it is possible that Obama said this;
(2) No, it is impossible that he would have said something like this.

Even if he has said something so out of character (not very diplomatic) why would he throw Australia into the quote. Seems to arbitrary to include Australia when an Asian country with a generally high standard of living as Australia would make more sense to the comment in question.
What is the source of said alleged quote?
