Personally I don't think it can, how do you fight a terrorist organisation when they are almost impossible to find, when they are supported financally by heads of governments (which can never be proved)
Britain was under siege for thirty years, and as of today there are around 3500 innocent people dead compared with a relatively few IRA members.
A few years ago a group of schoolkids here stunned the country by building a nuclear device, which their professor said would work perfectly well, all it required was the uranium.
How long before terrorists acquire some of this material, or failing that, chemical weapons?
How do you protect thousands of miles of coastline to prevent a little fishing boat from landing in the dead of night?
Not while ever religion exists.
Then we'll just have to combat nationalism.
