I don't care about the cost or difficulty, it's a responcibility above all else, and if you want your guns, then I think you can deal with it.
As for knowing what someone is going to do with a gun, you yourself said you can't guess intent.

When the smart citizen reports it to the police. My way would have that gun well documented before it was ever stolen so that if it is used it would already be entered into a forensic database.
