That's not necessarily aggressive. It could be a loud, party-type environment and the woman just said "I finally got that job I've been waiting for...!!!" and Hillary responds with "No! <click> That's so fabulous!!!!"

yeah in Clinton's case there are plenty of pictures where she looks insane but she was only waving to a friend or saying hello. It just comes with the crazy!

editorial selection
As a prof photographer and also long time observer of political press pix...I have seen how ANYONE can be made to look crazy or exaggerated and even clown-like (Bush). The camera freezes those moments in time that don't consciously register in our awareness. Editorial staffers hand pick frame by frame..and when and if they want you to look crazy...they will do it.

Now in the cas of Bush, he IS a clown...and his expressions often times in live press conerences are often Alfred E. Newman-esque (Mad magazine).
