Congress hasn't failed anything. It is a reporter who write things ignoring the reality of politics. Politics is controlled by political parties and they are deadlocked as Democrats and Republicans are evenly matched with the White House controlled by Republicans. Analysis of a high school level report that is what it amounts to.
