Neither side really wants to solve the problem and make the "mechinisms" consistant nationwide. Each State is doing "their own thing" and unless someone "pays-off" the local State parties, the State will be in no rush to do anything.

You want election reform? It has to start at the local and State level with guidelines established at the Federal level.
