The US didn't hire the actor. Al Qaeda created the false persona and put out the tapes.
The reason why al-Qaeda did that is to foster the belief that Iraqi natives are running the so called al-Qaeda in Iraq according to the NYT.

But then they said it wasn't the final word; who really knows anymore what's up or down or who is telling the truth. At this point, everyone has played the propaganda war so much; truth is lost. Meanwhile the world gets more violent everyday and innocents in Iraq get killed and their country totally destroyed. It's sad.
