83 Mercedes 300D won't turn off

I have a Mercedes 300D and it won't turn off. All vacuum lines seem sound and tight. No leaks. How do I Know if it is the fuel shut off solenoid on the engine or on the steering column? The machine holds no vacuum after being turned off for locks or trunk. The vacuum tank loos ok. Help thanks! Greg.
