Except if you are requesting an agency's files on yourself. For example, if you are filing a FOIA request with the FBI for any files they might have on you they won't release that to anyone but you as long as you are still living. The same with the IRS, SSA, etc... Any info that is of a personal nature can only be released to the person themselves or legal counsel retained by them during their lifetime.

ANSWER is NO. Theres a sentence or two on the bottom about disclosure and use of the information. We file FOIA requests for lots of techy data . Just cause you file it doesnt really mean youll get it. FOIA can be a joke whenever persons wish the material to remain secret as in 'Trade secrets" "litigation" "data which can be readily analyzed by agents wishing to perp harm on the US". EG try getting the plans of a Nuke plant via FOIA. Unless you ahve a govt contract and a Q clearance , you will get a nice courteous letter refusing access. Same thing with many Fed Buildings and even stuff like sewage plant discharges from govt facilities.
