It's very hard to understand your question as written. News is in the news genre, it's supposed to be fact and not fiction. Are you asking about how news is made or reported, where it's obtained from or how it's received? Are you asking about bias?

I am not asking about news itself. My focus is about the English language used in TV news. As I need to identify if the trascript ( from tv news channel) is a written text or a spoken text. In other words whether it is characterized by features of written texts or those of spoken texts.

For example I will record some news from BBC or CNN and trascribe the spoken laguage on a paper. Then study the transcript as function words and content words. If the presenter repeats any word and stresses on specific words to attract listeners' attention (intonation).

Oh, so you're asking if there are scripts? Well, yes, of course there are. As for intonation, I'm unsure if the anchor is told to stress things one way or the other, most of that might just be their preference.
