Does the owner/operator of a website need permission to place a link on its website to the website of a government agency? Alternatively, does it need to place any kind of caveat that the Internet link does not mean that the government agency has approved anything on the privately owned website?

This might be a matter of law and for that I'm not expert. But to my knowledge a link is just a link, it's like printing an address. It is public information and as long as you don't misrepresent it (like saying it's a link to the department of defense but then linking to Harry's Happy Porn Shack) then it seems like no big deal. But I'd ask it in the legal forum if I were you.
