If you're speaking of Bush, which I wasn't initially, I don't think he'd understand this at all, and would have to rely on Karl Rove to help him out, and Ari Felischer to deliver. In which case, he would have succeeded at something he set out to do, but failed.
I don't know if any of you saw the old British Comedy movie "Doctor in the House" where one of the medical students contrived to keep failing his exams because his rich aunt had bequeathed him a fantastic allowance to support him whilst he was a student. Of course it all fell apart when he inadertantly passed !
Aside from the movies, this is surely an example of Russell's paradox

I assume the question is presented as a logical paradox. Here's another one I like. The masochist says to the sadist "hurt me." After a moment of thought the sadist answers "No!" Soon the masochist responds "Thank you."
And with that "thankyou", the masochist becomes a sadist!

I hadn't thought of that. I only noticed that in theory the masochist must always win, because in "losing" (i.e., suffering frustration) he's winning.
