I have two pvc pipes outside and one inside my home in the basement. I also have two sump pumps in my home. Do they have some kind of holding tank that needs to be pumped out periodically so they do not creat water seepage in my home?

It is most likely your sump pumps exhaust not into a holding tank, but rather into a drain field from which the waste water percolates into the soil, or exhaust directly onto the ground somewhere reasonably distant and downslope from your structure, or perhaps into a gutter/storm sewer system if there is such where you live.
