It would be a hard one to inforce, however, if you are in a wreck and one driver is on a cell phone and the other is not, which one do you think will get blamed for the accident?
Edgar, I've been in that situation more times than I can count. Usually, they're going too slow and weaving all over the place. I don't care how good a driver one is, you just can't pay attention while dialing a cell phone, etc.
i know is not right but while i drive i use the cell, eat, write notes from my boss, change lanes to close to cars etcetera,
