Need help replacing my axle assembly on my 91 Integra

I'm replacing the axles on my 91 Acura Integra. I've followed all the steps but when we can't get the lower control arm to come down. I bought the pullers but they pop off under too much pressure. Is there something I'm missing here? Thanks for the help.
