Is there a separate or central site where one may get reliable information relating to the various "distance learning" offers? Is there a site which has information relating to accreditation of distance learning - ie. state, regional or national accreditation? Is there a list somewhere of all genuine distance-learning institutions? Is there a list of valid, existing colleges and universities (those with campuses) which offer distance learning degrees?

You could also look at specific schools you are interested in to see if they offer any of their courses by distance ed.

Many Colleges now offer online courses. Some courses, such as many of those offered by MIT are free.
