Yes, social values, or public norms, are by definition extra-individual in nature, but realistic observation shows that individuals exploit the fact that norms are complex so that individuals can express their individuality by interpreting complex norms in ways that keep them within the sphere of comformity but in contrast to or in compettion with the interpretations of other individulas. This is why even in very simple ('primitive") societies we find both homogeneity and heterogeneity
