It's already the current situation. We don't need to pass any laws to make that happen. I'm almost positive that hospitals can refuse services if they choose to.

Emergency services make up a truly small portion of Health Care.

I guarantee you that outside of life-threatening dangers, hospitals can and do refuse services to people every day.
