My website will be for personal reasons...to highlight my new baby puppy Zoe.
My question is where can I get images (borders and other stuff) to put on my website without breaking any copyright laws? Are there any free share sites for images? I wanted to use a picture of this cartoon dog but thought twice about it because who knows who it belongs to.

There are numerous sites hosting free imagery. . and it really just depends on what you're wanting. However, for the sake of having your own personal site I think you'd likely be safe using anything that 'claims' it's free.
If you have Microsoft Word, i'd suggest you check out their online clipart gallery. You can take clipart images and copy/paste them into photoshop and save them as .gif or .jpg or whatever. That's allowable as well.
And heck, if it's something small that you want ie: a border or something let me know and i'll do one up for you. They're not overly difficult at all.

Thanks! But I don't have photoshop so that's not an option...I am using Geocities as my web page provider. It doesn't seem to be very user friendly. But maybe I am just dumb.
No, with geocities you get what you pay for.
Geocities DOES offer a decent enough web building tool.

In order to post your page on the net, you have to by web hosting.
Well that's unfortunate. I thought that it was a free tool.
There are other templates out there you may be able to find which may be of some help to you.

Try istockphoto.com you can but images for $2 - check the usage rights but I think they are ok for web design as long as you don't use them for resale (ie sell the templates)
You can download Netscape for free. It includes a web composer.
